Stephenson County Assessment Changes

The 2009 Assessment Changes for Freeport Township were published October 1, 2009 in the Journal Standard.

The 2009 Assessment Changes for Erin, Kent, West Point, Waddams and Winslow townships were published November 11, 2009 in the Northwestern Illinois Farmer.

The 2009 Assessment Changes for Jefferson, Loran, Rock Run, Buckeye, Dakota, Rock Grove and Oneco townships are scheduled for the 14th of November 2009 in the Journal Standard.

The complete 2009 Assessment List of Parcels for Florence, Silver Creek, Ridott, Lancaster and Harlem Townships are scheduled for the 14th of November 2009 in the Journal Standard.

The following is a listing of the real estate assessments as made by the Township Assessors or the Chief County Assessment Office in all townships (when available) for the assessment year 2009 (taxes payable in 2010). Values shown are those values prior to any equalization by the chief county assessment officer. Median level of assessments before equalization is 33.08%. No equalization factors have been applied.

Your property is to be assessed at the above median level. You may check the accuracy of your assessment by the following procedure: divide your assessment by 0.3308 (median level of assessments). The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the fair cash value of your property, you may be over-assessed. If the resulting value is less than the fair cash value of your property, you may be under-assessed. The assessed values shown herein are subject to revision by the Board of Review to equalize within and between townships. The Board of Review assessed values are then subject to the application of a county equalization factor applied by the Illinois Department of Revenue on all non-farm parcels, to equalize the assessment levels of all counties in the state.  

In Freeport Township, property owners who consider their property to be incorrectly assessed are encouraged to consult with the Freeport Township Assessor’s Office to see if a resolution is possible without filing a formal complaint. The Freeport Township Assessor office is located at 7 North Walnut Avenue, Mezzanine Level, Freeport, Illinois or you may contact them by telephone at 815-232-6131. If after consulting with the Freeport Township Assessor's Staff you still feel your property to be incorrectly assessed, should file an assessment complaint on the assessment complaint form with documentary evidence of an incorrect assessment with the Board of Review at 50 West Douglas Street, 5th Floor, Freeport,Illinois on or before see the filing deadline below.

Property owners in all townships who consider their property to be incorrectly assessed, should file an assessment complaint on the assessment complaint form with documentary evidence of an incorrect assessment with the Board of Review at 50 West Douglas Street, 5th Floor, Freeport, Illinois. This filing shall be after the publication of assessment changes and must be filed within 30 days of the publication date.

Assessment complaint forms and instructions for completing them may be obtained in person, or by calling the Chief County Assessment Office at 815-235–8260. Office hours are 8:30 a.m. to 4:30 p.m. Forms are also available online or by writing to the Board of Review, 50 West Douglas Street, Suite 500., Freeport, IL 61032-4396. Completed assessment complaint forms are to be filed with the clerk of the Board of Review, 50 West Douglas Street, Suite 500., Freeport, IL 61032-4396.

This publication is made in accordance with 35 ILCS,12-10, as amended.

Farmland Assessments have been factored by 1.1000 multiplier as required by the Illinois Compiled Statutes.

An individual change of assessment notice is mailed to each property owner having a change in assessment other than equalization.
